- Idea
- Each month it buys the fifteen companies members of Congress bought most on balance, counted from their public trade disclosures, favouring calmer share prices. It ranks: when members are mostly selling, it holds the companies they sold least.
- Universe
- Stocks listed in the US, including foreign companies (ADRs), worth at least $2 billion.
- Ranking
- Higher congress flow (counted double), then lower 30-day realized volatility, annualised.
- Holdings
- The top 15, in equal weights, at most 10% each.
- Rebalance
- On the last trading day of each month.
- Costs
- 0.15% trading costs on every trade.
